An Early Life

A man of humble origin, Shri K. Shivram was born on 6th of April, 1953 in UragaHalli village, Ramanagaram District. His father was a talented Drama Master late. Kempaiah and mother Chikkaboramma.

Having completed his Primary schooling in his village he moved to Bangalore and studied high school at Malleshwaram Government School.

During1972, right after his high Schooling, he completed his typing and shorthand course both in English and Kannada and got in to a government job.

In May, 1973, he joined the State Intelligence (Police Department) as Police Reporter. While in service, he continued his studies and got BA degree from VV Puram evening college. He got a Master of Arts Degree through correspondence from the open university of Mysore in the year 1982.

During 1985 he cleared KAS exam and was selected as Deputy Superintendent of Police.

In the year 1986, he secured 1st rank among scheduled caste community in Karnataka Administrative Services exam and got selected as assistant commissioner. While he was undergoing training in Karnataka Police Academy he cleared civil services exam (UPSC) and was selected for IAS which was his childhood dream.

He also holds the Distinction of being the 1st person in India to clear IAS Exam in Kannada Language.

Achievements

As an Assistant Commisioner, Yadgir

In the year 1988, he was first deputed as the Assistant Commissioner of Yadgir sub division, Gulbarga District.

As an efficient administrator, he has settled many property disputes by providing proper Khatha and RTC documents to the people of Yadgir.

Here he started the cleanliness drive along with college students by cleaning the government hospitals,schools ,colleges and roads.

1988

Municipal Commissioner & Assistant Commissioner Bijapur

He was transferred to Bijapur in 1989 and was appointed as the Municipal Commissioner & Assistant Commissioner. As a commissioner, shri K. Shivram took up the first infrastructure project of constructing a Double road in the City center.

For the 1st time in Karnataka, the incandescent street lights were replaced with Sodium vapor lamps all over the city.

In an effort to create awareness and to put focus on sanitation, Shri K Shivram initiated a cleanliness drive. He himself took to the streets with the broom early in the morning and cleaned the dirt with the help of other officials, making it a mass movement across the District.

1989

Deputy Commissioner Bangalore City Corporation

The government then assigned Shri K. Shivram for the responsibility of deputy commissioner, Bangalore City Corporation in 1990.

Even here he started the cleanliness drive involving the Mayor and the students of Maharani’s college.

Here he started the Movement “Janara Mane Baagilige Bengaluru Mahanagara Paalike” (Taking BBMP to the people s doorstep), a firstof its kind, to help people at their doorstep.

He demolished huts and sanctioned the construction of houses for the underprivileged in some parts of Bangalore city in areas like Rajajinagar, Shrirampuram etc.., To make the system more effective he started a Control room and installed wireless devices to all the vehicles to curb illegal construction and other activities.

1990

Commissioner in Mysore City Corporation

Shri K Shivram has served as Commissioner in Mysore City Corporation from 1993 to 1995. During this time, due to congestion, cleaning of major roads and market places was a hectic job. Shri K. Shivram, as part of his community support programs, along with his officials and pourakarmikas, he used to get the major locations cleaned up like Sayyaji Rao Road, Devaraj Urs road & Devaraja Market during the night for the people to commute easily during the day.

He also has the distinction of sanctioning the Construction of over 4000 houses in Mysore for the poor under Aashraya Scheme.

1993

Special Officer in Koppal District

During 1997 Koppal was still a part of Raichur district. Shri K. Shivram was appointed as special officer and was assigned the responsibility of creating a new district, setting up Zilla Panchayats, government offices with complete infrastructure. Through his dynamic leadership, he has helped shaping up Koppal District to what it is today.

1997

Deputy Commissioner of Davangere District.

In 2000 Shri K. Shivram was appointed as Deputy Commissioner of Davangere district.

Shri K. Shivram took initiative and built about 11, 000 houses with all infrastructures like Drainage system, street lights, well laid roads, drinking water, tree plantations etc. and sanctioned these houses to the underprivileged, people of backward classes, street vendors & natural calamity victims.

Knowing the lack of infrastructure in many parts of Davangere, he initiated “Namma Naadu”, a scheme which targeted and solved the grievances of the people like drinking water ,widow pension, physically handicapped pension ,old age pension , road repair works, Anganawaadi building & school building repair works, site distribution to poor which reached each and every people in over 45 villages of a hobli he had selected each month.

Each month Shri K. Shivram along with his officials used to travel to these villages for 3 days in a KSRTC bus and made sure all the facilities had reached the common man. Here the whole team with his leadership used to sleep in the government schools at the end of the day after dining with villagers. This is the first time in the state that a scheme like this was implemented where a Deputy Commissioner of a district with his officers heard the people’s grievances at their door step and took immediate steps to address them.

He put the Calamity relief fund to good use to help people affected by drought and other natural disasters.

Shri K Shivram was well aware of social evils such as child labour and bonded labour system. He stood against these atrocities and rescued children from child Labor from Confectionery Industries, Hotels and Jewelry industries throughout Davangere. He built 15 schools across Davangere in an effort to educate such children. He also visited the remotest parts of the district and rescued people subjected to bonded labour particularly from SC-ST community.

To improve the city infrastructure he sanctioned street light installations across the city, introduced control room and wireless to serve people better.

As a sports enthusiast himself, Shri K.Shivram started the International Tennis court in Davangere and organized an international tournament.
He has also supported the KAS & IAS aspirants by starting a library exclusively for them.

2000

Social Welfare Department

The government, considering all the social and economic reforms he had brought about in the society, transferred him to Social Welfare Department and appointed him as Commissioner.

During his tenure as commissioner, he started many new innovative schemes for SC & ST people like Air Hostess training, Pilot training, nursing training and Fashion design Training .

Deeply moved by the repeated appeals of the SC & ST, he fought against Social boycott and the atrocities faced by these communities by building them new houses, initiating rehabilitation programs, providing government jobs and financial assistance by utilizing state & central government schemes.
As a commissioner, he identified 18,000 backlog vacancies & provided government jobs for about 14,000 people.

He also initiated a scheme to provide IAS training in various reputed institutions in Delhi & Hyderabad for SC & ST students.

2002

Mass Education Commissioner- Bangalore

Due to lack of education access in rural areas, the literacy rate was too low during this time. In an effort to abolish illiteracy, Shri K Shivram started Mass literacy campaign and created many outcome-oriented mass literacy Camps across the state. During his tenure, he held an International Literacy conference in the city to promote the Movement.

2006

Food Commissioner- Bangalore

Shri K Shivram was deputed as Food Commissioner in 2009. Here he tried to eradicate the black market of government food products. He started a control room to hear the grievances of the people and misuse of food grains by intermediaries.

2009

MSIL – Managing Director

With his remarkable knowledge in Food and Safety domain, he also served as managing director of the Mysore Sales International Limited.

During this time MSIL was incurring huge losses. To bring the stability and to increase the profits, Shri K .Shivram started MSIL retail outlets all over Karnataka. Through these outlets, the government was able to supply original liquor with the right MRP to the consumers.

2010

Principal Secretary – Animal Husbandry

Shri K. Shivram has also served as Principal Secretary, Animal Husbandry Department where he initiated the reorganization of the entire department.
He also ensured the smooth functioning of the Department by conducting inspections in many veterinary hospitals.

2011

Bangalore Regional Commissioner

Before his retirement in 2013, he was the Bangalore Regional Commissioner. He provided 150 Government jobs on compassionate grounds for the family members of officials who lost their lives while in service.

He initiated a historic drive for rehabilitation of mentally retarded who were being ill-treated by their family members .This started when an incident took place in a village called Lakkampur , Jagalur Taluk, Davangere District where a mentally retarded under graduate was locked in a very small room without door and had only left a small opening to feed him. The victim was deprived of all the basic necessities. On getting to know this Mr.Shivram immediately rushed to the spot with an ambulance and his team and rescued the victim and got him treated at Nimhans Hospital .

Accolades

  • Received the Prestigious Rajyotsava Award in the year 1991 for his achievement of passing IAS exam in Kannada language.

2013

Shri K.Shivram as a Social Worker

Shri K. Shivram is the Founder President of CHALAVADI MAHASABHA, which is an initiative striving hard to strengthen the Chalavadi Community from the Grass root level. Being a Steady leader and a rational person, he has defined the goals of the Chalavadi Mahasabha precisely.

The first of the 3 Chalawadi Mahasabha conventions was held in Shivamogga. The convention was inaugurated by Shri. B. S. Yeddyurappa then Chief Minister which was attended by over 2.5 lac people. Shri Yeddyurappa had sanctioned 5 crore rupees and 2 Acre land in Bangalore City for the construction of a community hall for the community.

The second convention was held in Bangalore where the foundation for the Community hall was laid by Shri Yeddyurappa. This convention was attended by over 50,000 people where another 5 crore rupees was announced by Shri Yeddyurappa for the construction.

The third Convention was held at Palace Grounds, Bangalore where a huge crowd of 2 lac people were present.

He is also a driving force behind many development activities undertaken by Chalavadi MahaSabhha like construction of community halls, libraries, education and Competitive Exam training institutes across Karnataka.

He is also the Founder President of DALITA MAHA SABHA which is fighting against the atrocities faced by the Dalits in the remotest parts of Karnataka.

Shri K. Shivram as part of BJP

Shri K. Shivram has joined BJP on 14 October 2016 in the presence of Shri Rajnath Singh,Honorable Home minister, Government of India , Karnataka state BJP President Shri Yeddyurappa & other BJP leaders and dignitaries.

Shri K. Shivram is a very energetic person and is participating regularly in all the activities of BJP like strikes, demonstrations and protest rallies organized by BJP.

He has been made as a State Executive committee member. He has attended State executive committee meetings organised by the party at Gulbarga, Mysore and Bangalore.

He took active part in Gundlupete bye-election and has done massive campaigning in 104 Villages and played a major role to get 65% of SC (Chalavadi) votes.

He had also taken up campaign for 2 days in Nanjangudu bye-election and visited 28 villages. There he was able to capture more SC votes for BJP and BJP candidate was leading in those 28 villages.

BJP had taken up a special program in the state by deputing each party worker to all the taluks, as part of vistarak program where Shri K. Shivram was deputed to Arkalgud taluk in Hassan district. As part of this, the party workers were supposed to campaign for 15 days to monitor party activities in the taluk. He has visited 140 villages and conducted 140 booth committee meetings and propagated the programs and schemes of government of India and failures of congress Government in the state. He persuaded the people, especially Daliths to support BJP in the forthcoming assembly elections by camping in Arkalgud taluk for 15 days.

Shri K. Shivram as a CINE STAR

Shri K. Shivram has also worked in the Kannada Film Industry since 1993 as a Hero. He made his acting debut in a Kannada film named Baa Nalle Madhuchandrake in 1993 which was a remarkable hit.

Since then, he has acted in several movies like Vasantha Kaavya, Prathibhatane, Kalanayaka, Yaarige Beda Duddu, Game for Love, Naaga, Moodala Seemeyali, Subhash, Jai and Tiger (released in 2017).
